If I try to start the server it comes up and says Address is already in use.

Try disconnecting from your internet connection, and from all networks. Then try to start the server. See if that works. If so then either the IP Address or the port is being used elsewhere and is conflicting. Try changing the port and starting it online. Report back to give and receive more information.
